1. Open a new file with 2000x2000pixels in 72dpi. So, go to File>New.

2. I am going to work with a white frame so i have to change my background. I prefer to use gray as my background. You can use any color as long as you are comfortable to work with your chosen color of frame. Now click the Create New Layer button. I named this as "frame" layer.

3. With the frame active, click the Rectangular Marquee Tool in the tool palette and drag until to your desired size of the frame. Then press ALT+Backspace in your keyboard to fill it with white. But be sure that the white is in the foreground. If not, press D for default foreground-background and then press X to switch them making white as foreground.

While it is still selected, in the Rectangular Marquee tool option, select Subtract from Selection and drag again inside the box and then press CTRL+SHIFT+I to inverse the selection and press delete. Then press CTRL+D to deselect it.

4. This time we will make a little transformation for the frame. With the frame layer still selected,go to Edit>Transform>Warp. With the point encircled in the figure, push them one by one going up.

5. After you have done with transforming these points, press Enter. And the frame will be looking like this now.

6. If you are already satisfied with this warp transformation, you can proceed to the next step. If not, you can always go back, the power of UNDO, the CTRL+Z.

Now, create again new layer below the frame layer and named it as "shadow". Choose the Elliptical Marquee tool
and drag it to the position of the shadow. Then fill it with black and lower its opacity to 30-50%. Press CTRL+D to deselect it. Next, go to Filter>Blur>Gaussian Blur and set the Radius to 20.

7. Of course this is not finished yet. Adjust the position of the shadow. You can use the Move tool  or the Warp transformation. Then start erasing the part that comes out of the frame. In this tutorial, I used the Move tool to stretch the shadow. So, here is the final bent photo border.

Don't be confused with the darker gray inside the frame..that's for preview only. Save your work as .png format.

TIP: In placing your photo, try to warp also your photo for consistency and to blend it with your bent photo border. Check the one I did here:

There is also another way of bent photo like this one:

It is the inverted the one I presented in this tutorial. Remember in our step4, we pushed up the points? In this kind of bent, instead of pushing up, it is pushing down and shadow instead of using the Elliptical Marquee tool  in step6, much better to use the Rectangular Marquee tool  in making the shadow. And the rest would be the same process.
