Index Paper Making

1. Open a new file of about 3600x3600pixels. Go to File>New.
NOTE: I will not use the whole workspace. It's just I prefer to work in a much bigger workspace.

Change the background to any color except white. I used as always, the
gray. Create new layer and name it as "index". Select the Rectangular
tool
and set the foreground to white #ffffff and drag according to your desired size of the index paper.

3. Create again a new layer and name it as "red thick line". Then right click on the layer and select Create Clipping Mask.

. By default it is not selected. So to reveal it, right click on the Rectangular Marquee tool
and select the Single Row Marquee tool. Then set the foreground to a
red color like #a7252e. Just click in the index paper where to put the
red thick line. You can adjust the position of the selection by the use
of the arrow keys in the keyboard. After you have positioned it, go to Edit>Stroke and set the width to 4px with Outside location selected. Click OK.
And the index paper will be looking like this now:

5. This time we will make a red thin line above the red thick line. So create again new layer and name it as "red thin line" and clipped it also. with the same process as the we do on the red thick line, choose the Single Row Marquee tool

and remain the foreground to #a7252e, click also a selection above the
red thick line in a very small space. After you have placed the
selection, again go to Edit>Stroke but this time set only the width to 1px in an Outside location. Click OK.
6. Create again a new layer and name it as "blue line". Clipped it also by right click and choose Create Clipping Mask. Again, select the Single Row Marque tool
. This time set the foreground to any blue color like #5870a2. Click on the location of the selection then go to again to Edit>Stroke and set the with to 2px in an Outside location. Click OK.
7. Select the Move tool
then for the rest of the blue line, just drag while holding the ALT key in your keyboard. If
you are going to add shadow, select the index layer and click the Add
Layer Style button at the bottom of the layer palette and choose Drop

8. Here is now the final index paper. Click the visibility eye for the Background to hide it then save your work as .png. But i recommend you to save your work as .psd when you start working.
