Torn Notebook Page

1. Go to File>New. Open a new file of about 1000x1000pixels with 300 in resolution. Change your Background to any color except white.
2. Create a new layer and name it as "notebook_page". Select the Rectangular tool
and drag a selection with just about a size of a typical notebook. Then
click the Create New Fill or Adjustment layer button at the bottom of
the Layer palette and choose Pattern.

3. On the Pattern Fill selection, click the small right arrow and choose the Color Paper and click on the Notebook 128 by 128 pixels, RGB Mode from the Color Paper Pattern selection and set the Scale to 210. Click OK. Make sure that you Rasterize the layer after clicking OK.(Right click on the layer and click Rasterize layer.)


To do this, zoom your page with Zoom tool
if needed. And with the Rectangular Marquee tool
, drag a selection on a blank space of the paper like this:
Then choose the Move tool
while
pressing the ALT+key in your keyboard, drag this selection upward and
covered the line above. Release now the click+hold with your mouse.
Then drag again, duplicating, this time drag the selection to cover the
uppermost line. 
Press CTRL+D to deselect. It would be now something like this:

5. This time we will now add some colored effect at the right side of the page. create a new layer and name it as "colored_part". Clipped it to the notebook_page layer. Right click on the layer name and choose the Create clipping Mask.

6. with this colored_part layer selected, drag a selection on the right part of the page just enough to fit your satisfaction. Set your foreground to your chosen color. I used like #adcede to blend with light blue lines.

7. With my selected foreground color, press ALT+Backspace in keyboard to fill it. Then press CTRL+D to deselect.

8. Now, I want to have a little space between the lines and colored part.

To do this, with the Rectangular Marquee tool
again, select a very small selection from a black space of the paper.
Then select the Move tool
,
press the ALT key and drag it into a small space between the lines and
the colored part. When you already positioned the selection, point your
mouse at the bottom center transforming control of the selection and
click+drag it all the way down, up to the last line of the page.
When you're done, press ENTER then deselect it, press CTRL+D. You can save this paper (in .png form, just hide the Background layer) if you want because you can already re-use it in some ways in some time..(I think so!)

9. Now, let's start making the teared part of the page. You really have to zoom your workspace so that you can see more accurate. Select now the notebook_page layer. Select the Elliptical Marquee tool
and
starting on the first line, drag and hold Shift key to constrain
perfect circular selection, just enough to blend with the paper size.
Then switch to Rectangular Marquee tool
and add a thin rectangular selection at the left center of the circular selection. But make sure that you have clicked the Add to selection option. The selection must be like this:
Press Delete key in your keyboard. Do not deselect yet. We still need the selection. If accidentally you deselect it, just reselect. Go to Select>Reselect.

With the Arrow Down Key in your keyboard, move the selection down up to
the next line. Make the line as your guide, when the selection is on
the center on the line, press Delete key. You can now estimate the
spaces between, do the same thing on the upper part of page with no
lines. Just estimate the spaces. Continue moving down the selection
with the Arrow Down key and pressing Delete in every lines of the page
up to the last line. When all things done, press CTRL+D to deselect. Be patient, ok, this will take a couple of selections to delete, depending on how long you made your page is.

11. Add now a little drop shadow. With still the notebook_page layer selected, click the Add a layer style button at the bottom of the Layer palette and choose Drop Shadow. Do the following settings: Click OK when you are done.

This is now the page look like:

12. This time we will make the spring part as if it is teared. Let us first create a layer mask for the notebook_page layer. With the notebook_page layer selected, click the Add Layer Mask button.

13. To do the teared part we must need the so-called Chalk brush or any jagged-edge brush. You can download a free Chalk Photoshop brush. Search for them in some sites like Brusheezy or in Trendy Robot. Load these brush with chalk brush and with the layer mask active, start brushing on the spring part that appear to be teared.

This is now our final teared notebook page:

If you want to have a different color, just group the colored_part layer and the notebook_page layer. Duplicate the group and you can use the Hue/Saturation to change the color of the notebook_page and blend it with your another chosen colored part. Just repeat it as many as page color as you want.
